Organization

Twin Cities Development (TCD) is a diversified 501(c)4 organization devoted to economic development in the far-west panhandle of Nebraska, to include the cities of Scottsbluff and Gering and Scotts Bluff County.   TCD’s mission is “Connecting Business with Possibilities.” In support of the mission, TCD is financially supported by local communities, county government, business memberships and managed assets. Our diversified base provides a strong financial foundation.

Western Nebraska currently has a dependency on agriculture, regional health and medical services, midsize manufacturing, regional retail centers, and tourism. In a geographical area that is experiencing low unemployment, workforce recruiting and training is a focus of the organization to support business recruitment, retention and expansion initiatives.

TCD has been especially effective in workforce housing initiatives, grant writing and State of Nebraska city certification.

Position Summary

TCD is seeking a high-capacity individual to serve as Executive Director of the organization.  This individual will further the organization’s goals by managing economic development initiatives, ongoing projects, membership requirements, and a diversified asset portfolio. The Executive Director will lead the development of plans and programs of the organization, ensuring that necessary resources are available and utilized for such programs.

The Executive Director will implement the mission, goals and policies, provide support and direction to Board President and Board of Directors, oversee public relations, support community outreach and supervise the organization’s day-to-day operations.

The Executive Director is responsible for economic development, community development, stakeholder communication, workforce housing, membership recruitment and retention, community relations, fiscal stability, utilization of resources, staffing, identifying opportunities and developing future projects and initiatives.

The Executive Director will inspire and include staff to have a voice in the organization’s future. TCD celebrates creativity, partnership relations, and innovative solutions.

Major Duties and Responsibilities

  • Articulate the mission and vision of the organization
  • Assess and manage organization’s resources and staffing
  • Develop organization’s strategies related to the following:
    • economic development;
    • business expansion and retention;
    • community outreach;
    • communications;
    • grant writing and applications;
    • project development and management; and
    • marketing
  • Manage organization’s robust asset portfolio
  • Develop and manage fiscal budgets and capital expenditures
  • Assist businesses with development projects, tax increment financing, and other local, state, and federal incentives
  • Coordinate management with City of Gering on eligible projects for Local Option Municipal Economic Development Plan – known as LB840
  • Maintain Economic Development Certified Communities program and/or Leadership Certified Communities programs for area communities
  • Coordinate and manage partnerships with other organizations
  • Communicate developments in pertinent regulations, projects, trends, and opportunities to the Board
  • Risk management
  • Maintain compliance of records and documents in accordance with federal, state, and local regulations.

Staff and Resources

Executive Director is responsible for supervising, hiring, terminating and evaluating TCD Staff, consultants and contract employees.  Executive Director will be the primary point of contact for the staff to TCD Board of Directors.

TCD’s current four person staff will be expanding. TCD’s current Executive Director will be moving to a newly created position of Housing Director. The current director will provide historical and operational knowledge to transfer information.

Staff positions that will report to the Executive Director are:

  • Housing Director;
  • Community Development Director;
  • Marketing Specialist; and
  • Housing Coordinator WNHO/ Administrative Assistant.

Communications and News Media

The Executive Director is the point of contact for anything related to the media and communications to the community, members, and partners.  The Executive Director is responsible for ensuring that community organizations, news outlets, social media, and other sources are informed of the facts and information that have a bearing on the organization’s interests.  The Executive Director is accountable for the organization’s communications and leverage of opportunities and engagement within the community.

Qualifications

Education & Experience

Bachelor’s degree in relevant field with at least 4 years of progressive management experience in economic development or related field.

Skills

  • Passion for economic development and proven record of dealing with complex relationships and development projects;
  • Ability to assess the economic needs of the region and develop strategies to fulfill the needs;
  • Strong leadership, management and exemplary speaking, writing and presentations skills are required;
  • Ability to think proactively and creatively to manage available resources;
  • Demonstrable experience in creative solutions to economic development issues around business recruitment, expansion and retention, workforce housing, workforce development, and innovation;
  • Ability to establish and develop diverse relationships with a wide range of stakeholders;
  • Ability to establish strategic objectives and a gameplan to achieve the objective; and
  • Skilled in the use of technology and social media.

 Compensation and Benefits.

Location- Scottsbluff/Gering Nebraska.

Benefit package with relocation.

Salary – Commensurate with experience.
